PQ2: what's the chief's problem?

Creating a video walkthrough of PQ2 at the moment and the chief is bugging me. "You have your orders, Bonds!", "You're a detective, Bonds. Start earning your paycheck!". Meanwhile I was checking Bains' file, checking the computer, go to the shooting range, and all the necessary stuff. Then when I was on the way to Lytton jail, this guy calls me BACK to the office, issuing a warning! What the heck is his problem? Perhaps his wife slaps him around at home and he works out his domestic frustrations on his staff .

I always just thought he was playing the "TV" chief role of being hard on his detectives.
