Looks like a tie to me. :P

As mentioned before, I'd vote PQ2. While the first game already explored the idea of telling a cop drama, the second one really played around with the idea and put you in an lot of outrageous situations such as scuba-diving for evidence or stopping a terrorist on a plane. While linear and easy, it was still almost like a pre-cursor to "24" for it's time and for me, might have been the first adventure game to really nail the feel of an interactive movie.
