Though I have no idea in which other game he appears, I would imagine it's a Dynamix/Jeff Tunnell Productions game. Random guess: 3D Ultra Minigolf.

You're correct that it's a Dynamix game, but it's not 3D Ultra Minigolf. Though...it would be interesting if he showed up as an Easter Egg I've never seen before - which is saying something since I've owned and played 3D Ultra Minigolf since I was little!
