I'll try setting up a new 3x install tonight to see if I can duplicate your error.
I did, however discover a quirk with this game in Win3x in DOSBox. I was getting DOS error 21, but I was able to solve it with dynamic core and pentium_slow.

what is your mount point ?
The windows\windows path can be right, but is messy nonetheless.

OK So I tried a different laptop and this time everything went well. I ran into that error Collector found, but like he said, it's fixable by changing cpu options on DOSBox.
I have no idea why since I did nothing different. Well thanks for the advice guys.
As for Qbix's question, actually my path is the following: D:\Windows 3.1(This is the folder where I had all my Win3.1 files to start installation)\WINDOWS\"Insert various files folders like SB16 etc. here"
So Is it a path problem?
I did insert a few specific path instructions on dosbox.conf's auto section like the VOGONS guide Collector pointed me to yesterday, but it doesn't seem to do anything.

Re: King's Quest VII 1.4 Version
Out of curiosity what happens if you copy your working 3.1 folder (with the Win32s already installed) back to your first laptop. Does the game start up?
