the prison tower

This is an old game and I am afraid no one can help me that remembers it anymore but, I'm hoping. I am in the prison and I need to get into the tower. I see the arrow that says tower but he doesn't move to get into it. Is this a glitch or is there something that I need to do before I can get in there? I have been following a walkthrough and it just says to go to prison tower. If someone would have a saved game for this part if it is a glitch, it would very much appreciated.

Loved this game. It has been years since I played it. Did you check the walkthrough?
