Hmm... would this be one of the streets in Rasier's equivalent of the Plaza of Heroes (i.e. where Shapier would have Uhura's guild and Rakeesh sitting in front, etc.)?

That plaza isn't accessible in Rasier.

It's the northern part of Rasier's Fountain Plaza, where Ugarte gets arrested for smuggling water!
