NBS ... sorry, nope.(But good guess. I'm neither a cheetah nor a cheater -- or even a wind-cheater)
To start with, you're looking for a street called "Dinar Tarik" (IIRC). The money-changer is found there. From the first plaza you're in, just head down to the second plaza (with the magic shop etc.), go to the plant salesman, and turn left into the streets. Then follow the map, keeping careful notes of where you turn so you can get back once you exchanged your money.
Once you're back, head back to the Katta Inn and buy a map and compass. Now you can use the map in the actual game (hit Ctrl+M to bring it up), and warp around the city effortlessly. You'll still need the game map to find special locations like Aziza, WIT (the wizard school), the astrologer etc. - but once you find them, they'll be on your game map permanently.
I think it was a measure to stop people from pirating the game back then.
The streets of the city? The game-box has a map. If you type "Look" when you come to any intersection, the game tells you which street you're on and where the intersection leads, which you can then check against the map.

If you never made it through QFG5, it might be a good idea to do so while you can before a new Windows version makes it unplayable. It seems to be fine in Windows 7, after that, who knows.
