Hint #2: The actor in the shot (though not readily identifiable) has been in many feature films, as well as a TV show that ran for several seasons).

I'm just going to throw out a guess and say 12 Monkeys since Terry Gilliam was an animator, and your hint about the actor makes me even more sure. I don't recognize the scene though, and I wouldn't consider it horror although I guess it does have that typical Terry Gilliam gloominess.
