Are you found in the Town of Spielburg?

Are you seen/found beneath some sort of surface (meaning underground, in a house - beneath a roof, cave, etc)?

Are you found in a portion of the map where there is an action the Hero can make (e.g. talk to someone, take something, sleep in Erana's Peace, etc.) as opposed to a generic forest screen?

Yes.

(And for the record, the hero can take action in a generic forest screen too. He can pick up rocks and throw rocks to practice his throwing skill).

Are you in a screen where there is someone/something the Hero can talk to?

Are you on a screen with an NPC who is always stationed there (regularly)? (Such as the goblin hide out, the trapped fox, the antweerp, the giant, etc)

Are you the target board (for lack of a better word) where the Brigand throws the dagger?

That would be outside... the hero can react (throwing a dagger/talking)... and the brigand isn't always there.

Are you in the screen with the Meeps? (They don't show up at night, I think)

Are you in the screen with the fairies?

If the town is a straight line - are you in a screen located in a southern direction (SW, S, SE)?

For example on the map - 8A to 8J through 11A to 11J.
