It looks like a tool to put out fires... so I think that's the clue. Because... if that's from Codename: Iceman, it's from somewhere beyond the dive 600 feet portion (otherwise, I've never seen it!)

It is from a Sierra game that several companies have made a version of. In fact, Sierra was not the first to make a version of the game. It should be instantly identifiable to many here when they see the entire screen.
