I'm guessing that's a reference to Judge Frank H. Easterbrook, but I can't make a connection between him and any of the MASQ characters.

I tried to do some research as well, but the links between potatoes/corn and Easterbrook, New South Wales, 99 and 8253 are very tenuous.
