I think NBS must be on earth. If he's not in a fantasy game, or a SQ game, but a Quest game, then what else does that leave?

All right - so that should put it in Police Quest IV.

Rats. I don't think I made it past day 1 in PQ4, so if it's a piece of random background in this game, I won't be able to help much.
