Is the title in German? (Or Swedish, or Norwegian, or Danish, or Finnish, or any of the Scandinavian countries)?

That sounds like it might be a game called
Raäka-Tu (there's actually an accent mark above the "U" but for some reason the board kept giving me an error when I tried posting it, so I had to remove the accent mark).

Sorry! I had missed that!
I don't
believe it's a specific different language, it does however have like "accent" marks over some of the letters. But nothing I ever found "translated" the title.

Okay, I remember a console game where I'd drive around in adult (nothing to do with p0rn, Tawmis!) cartoon-like animated environments killing gang members and punks on a quest for revenge.
Because this game is confusing (due to a few issues around its launch and name changes), I'll add a couple of hints to start this off...
HINT 1: Although I only played the console version in the US, this game was released years earlier (with better visuals and audio quality) in the arcades in Japan.
HINT 2: This game was released under THREE different names based on region and format. One of the reasons for the name change in North America was to avoid confusion — and potential legal issues — with another game that had the same name and had slightly similar gameplay.

Hrm. Googling cars and revenge pulls up BURNOUT (Revenge, specifically). Which I know is not the game, as I've played all the Burnout games, repeatedly!
So let's narrow it down -
Was this game available on multiple consoles when released (such as PS, XBOX, etc) or was it console exclusive to one?

It was available on multiple platforms in Japan; however, it was officially released on only two home platforms outside of Japan. One of those two platforms is the version I'm thinking about (because it's also the version I played).

No, it's definitely not any of the GTA games. In the game I'm thinking about you CAN'T get out of your car because the entire game takes place from behind the wheel.

Nope, it's none of the games in that series. Truth be told, I'd never heard of any of those games.
HINT: The game I'm thinking of is a lot older than the RoadKill series, and used neither 3D models nor sprites.

No, as far as I can recall, the word "Dragon" is nowhere in the game.
HINT: The game's antagonists were heavily influenced by a well-known film series set in a post-apocalyptic future (despite this game NOT taking place in a post-apocalyptic future).
