You are missing the RESOURCE.000, which the installer concatenates from parts split across the different floppies. You did copy the contents of disk 1 in a sub folder named "1", disk 2 in a sub folder named "2", etc., before running the installer, didn't you?

The installer does not copy the RESOURCE.000 file. It is split into 9 small pieces between all 9 disks, each in a sub folder named "BOTH". They have to be rejoined into one large file to be usable. Just copying over one of the pieces will not work. When you copy the contents from the disks you need to copy the folders on the disks, as well.

The whole RESOURCE.000 does not exist on the floppies, it has to be created from the parts on the floppies. List the files with folders for each of the floppy disks and I might be able to see what is going on.

Do each of the numbered folders on your hard drive have a subfolder named "BOTH" that has a part of the "RESOURCE.000" file?

I meant the first disk, the one that has all of the other files. It may be called something like Startup Disk. What is the size of the RESOURCE.CFG on that one?

RESOURCE.000 not RESOURCE.CFG. The first part should be about 78 KB.

Do a clean install. Make sure that you copy the disks over as is. Any files in folders should be in folders of the same name as those on the floppies, i.e. the RESOURCE.000 file from the 3rd disk should be in a subfolder "3\BOTH", not just "3".
