That installer is not mine. Unfortunately jafa has not been around lately to provide support for his installers. It is an MSI, meaning that it uses the Windows installer to install the package.Usually to works as expected, but I have had issues with trying to uninstall programs that use MSI a couple of times in the past. This is one of the reasons that I don't like using MSI for my installers. It requires that it has access to an archived copy of the MSI, which is stored in a sub folder in the WINDOWS\Installer folder. It will have been given a random name, so I can't say what it would be renamed.
Some times it can be fixed by reinstalling from the original MSI to restore what it can't find and then uninstalling it. If this does not work, you may have to manually uninstall it. Outside of what it writes to the WINDOWS\Installer folder and Start Menu entry, it does not add any other files other than the installation folder. There are two main registry entries, HKLM\SOFTWARE\Sierra and its uninstall entry.
