I can not seem to pass the shootout section of the game at all
feels like a timing speed issue

I need the save game catalog file (PQ4SG.CAT) too.

It is not so much of a bug as a quirk. When you exit the car start clicking the walk cursor on the rear wheel and he will crouch behind the car.

No i really think it is a bug as it happens to fast and the number of times i get shot are unreasonable t im lucky if i can even finish the section without dying six times or more im rusty but not that rusty haha

You can always try lowering cycles. Within the game you can try the old standards of lowering speed and detail.
