The herbs he sells are probably also used for medicinal purposes. And thus, qualifying as a drug store.

Many drug stores (at least here in California) are not just soley medication. You can buy toys, books, etc.

I would not consider like the church a business, or someone's residence (other than Moonbeam's) a place of business.
