In the personnel files, there is a report of one of the officers who lost his badge after a crazy guy grabs it and tosses it in the river (same thing happens to Sonny in PQ3). The number on the badge you find matches the one in the file. So even though you find it and later book it into evidence, it has absolutely nothing to do with the investigation. I found it kind of odd that they did this. They put the badge there as something to find, gave it a "backstory" and then never really acknowledge it afterwards.
