Yes, but there are two Blue Room scenes (first is Jack's birthday and later you return to the Blue Room), and Sonny has a quest in Lytton Park after Jack's birthday.

Just pointing out that you asked if the location is before his second shift (before the Blue Room) and I said no, which rules out the Police Station.
You also asked if it is found indoors and I said yes, which rules out the park.

Oops. So yes, it can't be the park ... but why can't it be the Police Station? I'm confused. 
After the Blue Room, Keith blurts out that he and Sonny swapped shifts, so Sonny is due back at the Police Station. Then Sonny walks into the Briefing Room, and Sgt. Dooley yells at him for being late.
