Yeegads, not even a clue. And here I thought I was pretty good with Sierra games... but then I stuck to adventure games, mostly... all these other obscure ones are beyond me... so that said...
Police Quest IV is about as logical as that screen looks to me, though I couldn't even begin to imagine where it would be in the game. Just figured I'd throw out a guess!

It looks like it could be a simulation game or a sports game? Is it one of the SWAT's?

It is not Police Quest 4 or one of the SWATS. It is also not an adventure game.
