In real life, he probably would investigate burglaries and such. I'm not sure if they would have the chance to solve such cases themselves, though, or if their role is limited to securing the perimeter and crowd control, before they call in specialist detectives.
His promotion is a stretch. Sonny actually does ask for a transfer after Laura tells him about the open position, but I don't think it's quite at easy as that. Then again, Lytton is a small city (~28,000) so things aren't going to be quite as stringent as in a major city. In fact, even having different detective units also seems unlikely. But it is a game. In most Sierra games, you wander around and pick up random objects which just so happen to end up being useful later on.

*stealthily picks up Tawm's car, Tawm's website, and the SHP forum ... stuffs them into his trousers, a la Larry in LSL2 ... and runs for it* ;)
