I cannot remember how to get out of the police building on police quet 4.

Down with the elevator. To the left in the screen with the elevators' shafts and than south to exit the building. Just remember to have your badge with you.

What floor and exactly where do I go because I still can't find my way out of the police building. I have gotten out of it so many times before but I can't remember where to go anymore.

From your office you exit on the left (if I don't remember wrong), then again left in the corridor and you'll be at the elevators. Down to the main hall, then left again and then south and you should be out of the building.
