Hey I had a Balzac when I was a kid. And I had a lot of fun with it. That is, until I ran out of balloons, the thing only came with 5 of them.
Probably the toy had similar issues here, with the name sounding dangerously close to balzak. Maybe it's French.
It kind of reminds me how my dear ol Gran saw me sucking on a blue Push Pop and remarked "It looks just like a willy!" She had a wicked sense of humour.

Balzac is very probably named after Honoré de Balzac, the very famous French author.
